Subject: Interment of the late Former President Ferdinand Marcos at LNMB

Reference: Verbal Order of President Rodrigo Duterte on July 11, 2016

In compliance to the verbal order of the President to implement his election campaign promise to have the remains of the late former President Ferdinand E. Marcos be interred at the Libingan ng mga Bayani, kindly undertake the necessary planning and preparations to facilitate the coordination of all agencies concerned specially the provisions for ceremonial and security requirements. Coordinate closely with the Marcos family regarding the date of interment and the transport of the late former President’s remains from Ilocos Norte to the LNMB.

The overall OPR of this activity will be the PVAO since the LNMB is under its supervision and administration. PVAO shall designate the focal person for this activity who shall be the overall overseer of the event.

Submit your Implementing Plan to my office as soon as possible.

As promised, the Department of Agriculture returns to Sogod, Southern Leyte on Aug. 26 to formally turn over a P100-million support fund for the rehabilitation of the province's Number 1 industry - Abaca.

My third visit to the province bringing with me the funds promised for Abaca farmers comes three months after I first talked to the leaders of Sogod town who sought the help of government in bringing back to life an industry which in the past made enough money for farmers for them to be able to send their children to school.

"When Abaca was at its height, people had money and life was good in this province," Sogod Mayor Imelda Tan told me during my last visit to the town last month.

The Abaca industry collapsed when it was hit by diseases, specifically Bunchy Top which stunted the growth of the fiber-producing plant which is endemic to the Philippines.

For many years, people of Southern Leyte, including Samar and Bicol, sought for help from government for the rehabilitation of the industry but hardly received any support.

On May 20, shortly after I launched my nation-wide Biyaheng Bukid, I passed by the town of Sogod on my way up to the Bicol Region.

Mayor Tan, whose husband Shepherd ran for Governor of Southern Leyte but lost to incumbent Gov. Damian Mercado, has asked me to support the efforts of the municipality to rehabilitate the abaca industry.

The P100-M Abaca Rehabilitation fund for Southern Leyte will be used for the establishment of a nursery using the healthy planting materials of a local Abaca variety called Inusa.

The healthy planting materials will be bought from the remaining Abaca farmers who have kept their farms free from diseases.

From these nurseries, healthy planting materials will be distributed to other farmers starting next year with a target planted area of 90,000 hectares by the end of the 6-year term of President Rody Duterte.

Southern Leyte incidentally is the birth place of President Duterte. He was born in the town of Maasin which is now a bustling city.

To address the issues of Abaca diseases, I have engaged a group of experts from Mindanao led by Dr. Remy Baltazar to assist in educating the farmers on how to manage their farms.

The revival of the Abaca industry is expected to earn an estimated P12-B a year for the country which is known as natural home of this plant which has given the world the strongest natural fiber.

The years of waiting by the poor Abaca farmers of Southern Leyte will soon end in a matter of three months after I visited Sogod and only two months after the man who promised to bring change to the country assumed office as the 16th President of the Republic of the Philippines.

Viral ngayon ang ang facebook post ni Salome Bernales dahil sa kanyang naranasan na na pagka-dismaya sa mga empleyado ng Philippine General Hospital. Dahil sa panget na asal na ipinakita nito sa kanila ng kanilang dalhin sa emergency ang kanyang anak na wala pang malay. Diumano ay kanyang kinausap ang guard para magpatawag ng worker ngunit ang sagot sa kanya ng guard ay "maghanap ka doon!" itinuturo sya sa loob. Ito at basahin ang kanyang Facebook post at talaga naman mag-iinit ulo mo sa mga Empleyado ng PGH.

Pinagsabihan pa di umano sila ng worker habang galit na dapat nagdala ng magbubuhat sa pasyente!

Rody Duterte never forgets.

Last night, as the 4-hour long third Cabinet meeting came to a close in Malacañang, I approached President Rody Duterte and reminded him of our commitment during the campaign of providing free irrigation water to the country's small rice farmers.

"Mr. President, I would like to inform you that I have done my leg work to realize our commitment of free irrigation to the rice farmers," I told him.

"I have not forgotten. That's a commitment which will be fulfilled," he told me even as he reminded me that the rice farmers will have to organize themselves and make sure that the irrigation canals are well maintained even as the irrigation water will be provided free.

It was actually during a visit to my hometown in M'lang, North Cotabato in August of 2015 when then Mayor Rody Duterte was briefed on the problems of rice farmers who have to shell out a huge part of their harvest to pay for irrigation fees.

Of the total irrigation fees paid by the rice farmers every harvest, 60% goes to the National Irrigation Administration (NIA) as Irrigation Service Fees (ISF) which is used to pay for the salaries and wages of the agency's officials and employees.

Nation-wide every year, the NIA collects over P3-B while the services have remained very poor.

It was then when Mayor Duterte publicly declared that should he become President, he will make sure that irrigation water will be provided free to the small rice farmers.

"Why ask the Filipino farmers to pay for what is theirs?," he asked maintaining that water is national patrimony owned by the Filipinos.

When I informed him that Senate Finance Committee Chairman Loren Legarda has promised to support his free irrigation commitment to the farmers, the President was obviously elated.

There are actually two ways of realizing the President's commitment of free irrigation and these are the amendment of NIA's charter or an annual support of P4-B to cover the ISF.

Whatever is the case, the President's commitment of free irrigation will certainly be realized.

Remittance must not exceed sender income

JEDDAH: A new mechanism is being planned that would compare remittances with the senders’ incomes.

The first of its kind project is the brainchild of the Finance Ministry, the Saudi Arabian Monetary Agency and other relevant bodies.

It aims to control the transfers as authorities detected that thousands of foreign workers transfer amounts that exceed their incomes. These incomes might be the result of concealed, even criminal, actions, said sources.

They said the new regulation, now under consideration, will be launched soon and will contribute to limiting labor market irregularities and violations that increase the illegal income of expatriates.

Any income obtained by foreign workers will be linked with banks, without exception, through a unified network.
