Sobrang na Dismaya si ate sa Batas natin sa Pilipinas kaya pala malakas loob ng mga snatcher ito ang kanyang post sa facebook inyong basahin.

August 5, 2016. 8:30 PM. Papunta ako ng office para sa meeting, sumakay ako ng jeep pacity hall. I was wearing headset ng bigla na lang akong sinipa ng katapat ko (yung babae sa picture). Dahil naka headset ako, I wasn't able to hear what she said. Akala ko nagstreching lang sya dahil she's pregnant at tinamaan lang nya ako by accident. Nasa pocket ng hoodie ko yung phone ko at nung pababa na binunot ko na yung headset then she suddenly jumped to me trying to snatch my phone and other belongings. At dahil palaban ang instinct ng ate nyo nakipagagawan ako sa kanya. Dahil sa buntis sya, more or less 7 to 8 months, medyo hirap na syang kumilos at naagaw ko agad ung phone at bag ko. Agad namang hininto ni manong driver yung jeep sa may enforcer. Akala ko tapos ng kalbaryo ko pero mas nakakainis pa pala yung mga susunod na mangyayari.

Medyo maraming enforcers around the area since choke point yun ng traffic so I started to feel safe pero nung nagrereklamo na 'ko at nagkukuwento na ng nangyari napansin ko na parang hindi ganun kaseryoso yung mga enforcers. They were asking irrelevant questions like miss san ka nakatira. May asawa ka na ba? Gano katagal ka na sa work mo? Anong oras shift mo and papasok ka pa ba? Like wtf sirs bat hindi pa kayo tumawag ng rerespondeng pulis. I started to get pissed off nung tinanong nila ako ng paulit ulit kung itutuloy ko raw bang sampahan ng kaso or kung patatawarin na lang. I was like 'hellloooo are you out of your mind people alangan namang nakikipagfriends lang ako kaya tumambay ako dito sa outpost nyo.' Si ate nagyosi pa. Nainip yata sa mga pulis. May bantay syang tatlong enforcer na nakikiyosi na rin. Anak ng tokwa, nakipag tropa pa ata mga ugok. Finally, nagradyo na sila sa isang presinto para nagpadala ng police mobile. Pero wtf ulit! The incident happened around 8:30 and the mobile arrived after roughly two hours. I was thinking na kaladkarin na yung babae sa police station kasi it's causing too much hassle.

Nung dumating kami sa station 9 pakwento ulit ng nangyari after nun tinanong ako ng pulis kung itutuloy ko raw bang kasuhan. Sabi ko syempre oo. Mga 2 o 3 pulis nagtanong sakin sa station 9 at srsly hindi ko maintindihan kung ano gusto nilang mangyari sa paulit ulit nilang pagtatanong. Gagawa na sana ako ng statement ng tinanong ulit ni manong pulis kung san yung exact place of incident. Sabi ko sa circle po gantong street blah blah moving po kasi yung jeep kaya estimated place lang po alam ko. Sabi nya, ay ma'am hindi po pala namin sakop yan. Lipat po kayo sa station 10. Napaputang ina na lang talaga ako dahil pati jurisdiction hindi kabisado nung mga nagradyo sa presinto. So sakay nanaman kami sa mobile nung babae. Balak ata nila manong pulis na gawin kaming close e.

Sa station 10 tinanong ulit ako ng 2 pulis kung sure na itutuloy ko yung pagsasampa ng kaso. Sabi ko oo. Nagpaabala na ko e iaatras ko pa ba. May attitude rin si ateng snatcher kasi sabi ko ate d ka na nahiya buntis ka pa. Ipakukulong talaga kita. Sabi nya HINDI AKO TAKOT. Pinamedical si ateng snatcher maybe because buntis sya. At tinanong nila kung may kalmot daw ba ko and all sabi ko wala naman. Hindi nya ko nasaktan except sa pagkakasipa niya. Hindi naman pala kasi libre yung medical e snatcher nga si ate sa kanya ko pa ba pababayaran. Naiwan ako sa police station para gumawa ng sworn statement habang si ateng snatcher pinamedical. After more or less one hour, tumawag yung pulis na nagescort kay ateng snatcher, hindi daw maimemedical kasi ayaw tanggapin ng ospital ng walang pangalan e ayaw daw talagang magsalita ng info nya. Sobrang naasar lang ako sa imbestigador kasi tinanong nya anong model at magkano cellphone ko. Sabi ko Asus Zenfone 2 po blah blah bigla nyang sinabi Ma'am kailangan pong isurrender sakin yung phone as evidence. Sabi ko, Sir kasi yung bag ko rin po kinuha nya kasama rin po ba yun. Sabi nya, yung bag po pwede nyo na pong iuwi pero kung cellphone po iiwan po saka kung sinubukan rin pong kunin yung wallet nyo pati po yung laman and cash iiwan po. Kelangan po kasing picturan na kita yung serial number blah blah. Daming sinabi ni manong at ngayon ko lang nagets bakit ilang pulis nagtanong kung itutuloy ko. Kasi sobraaaaang abala! Parang naholdap na rin ako sa presinto kung itutuloy ko kasi kukunin rin pala. Tinanong ko kung kelan makukuha ulit kasi decided talaga akong kasuhan si ateng snatcher sabi nya (pulis) after po ng mga hearing and all, it would take a year or two. Pwede rin pong irequest sa judge na sa inyo mapupunta custody ng cellphone pero ilang linggo pa po yun. Juicecolored! Sa tagal ng justice system sa Pinas baka obsolete na cellphone ko hindi ko pa nababawi e wala pang isang taon 'to. Bigla nya akong tinanong ulit kung itutuloy ko pa. Napasecond thought na 'ko. Being a graduate of PolSci mahalaga sakin ang hustisya. Naniniwala ako na kaya nandyan ang batas para maparusahan ang may sala at hindi parang eskwelahan na paghaharapin lang sa guidance office e okay na. Kaya pala nasabi ni ateng snatcher na hindi sya takot kasi alam nya na ganto yung mangyayari. Walang tao ang maguubos ng ilang buwan o taon para lang umattend ng hearing at isurrender ang pinaghirapan nilang cell phone at pera.

Sa huli umuwi ako, pumirma ako na hindi ko na sya sasampahan ng kaso. Bitbit ko yung sinumpaan kong salaysay, ito sana yung gagamitin sa inquest pero dahil umatras na 'ko baka sa paper shredder lang to mauwi. Kinuha ko na lang para remembrance at supporting document para sa absence ko. No strings attached na kami. Makakapagsnatch na sya ulit. At pupusta ako 90% ganto nanaman scenario. Makakalaya lang sya for the nth time. Sorry Pilipinas, gusto ko mang bawasan kahit isa ang masasamang loob na nagkalat, ikenat. Ilang lunch ang tinipid ko at ilang taxi ang pinalampas ko para makatipid ako para makabili ng cell phone. This may not be as expensive as iphone or other models pero para sa bread winner ka gaya ko, mas maraming responsibilidad ang pinaglalaanan ng sweldo ko kesa bumili ng bagong phone. Nabawi ko naman lahat ng gamit ko, sabi nung mga pulis at enforcers hindi na masama pero habang pauwi ako naiiyak ako sa inis. Pakiramdam ko natalo ako na ipagtanggol yung hustisyang para sakin at sa iba pang biktima. Nayurakan ng pulpol na sistema yung batas natin.

Duterte to CJ Sereno: Would you rather I declare martial law?

President Rodrigo Duterte on Tuesday raised the possibility of declaring martial law if the judiciary will get in the way of his ongoing war against illegal drugs.

Duterte made the remarks after Chief Justice Maria Lourdes Sereno wrote him a letter as regards the seven judges that Duterte named in his list of alleged coddlers of drug dealers.

Sereno had said that the judges Duterte tagged in drug trafficking should not surrender to law enforcers unless there were warrants for their arrest

"Ikaw ang kingpin sa judiciary. Ako, presidente. Ako may trabaho, ikaw wala. Walang mga judges na nagpa-patrol ng daan. Walang mga sheriff ninyo na naghuhuli," Duterte said in yet another speech before government troops, this time in Camp Evangelista in Cagayan De Oro City
.

"Yan ang mabigat na problema ko... Hindi ako gago. If this continues, pigilan mo ako, o di sige... Or would you rather that I declare martial law?" he added.

‘Don’t create a crisis’

Duterte said many have suffered because of the proliferation of illegal drugs in the country.

"Pinapatay ang mga Pilipino. I grieve for the so many women raped, men killed, infants raped, tapos ipitin mo ako? I have to clean," Duterte said.

Duterte also raised the possibility of ordering members of the executive branch to ignore the orders of the judiciary.

"Do not create a crisis because I will order everyone in the Executive Department not to honor you," Duterte said.

Duterte also took a swipe at President Benigno Aquino III and the past administration.

"There was a slaughter going on. And mind you, you were appointed by the government there in your office as Chief Justice at that time na walang ginawa ang gobyerno," Duterte said.

‘Protectors of constitutional rights’

In a letter, Sereno told Duterte that she had advised judges against making themselves "physically accountable" if there were no warrants issued for their arrest.

"To safeguard the role of the judges as the protectors of constitutional rights, I would caution them very strongly against 'surrendering' or making themselves physically accountable to any police officer in the absence of any duly-issued warrant of arrest that is pending," Sereno told Duterte.

But the President argued that issuing warrants of arrest to all drug personalities would be next to impossible given the inefficiencies in the justice system.

"I have my oath. I will honor the Constitution. I will defend the Constitution to achieve--huwag ka maghanap ng--do not create a conflict there," the President said.

Constitutional war

"Pag dumating panahon, we go to a crossroads. You decide. Di ako sunod diyan and please, please, please, please, do not create a confrontation, a constitutional war. Talo tayo lahat," he added.

Sereno said she found Duterte's pronouncement premature, fearing this may affect render the concerned judge "useless" in discharging his or her duties.

"Thus, this Court has been careful, all too aware that more often than not, a good reputation is the primary badge of credibility and the only legacy that many of our judges can leave behind," Sereno said.

GIVES HOPE TO ONION FARMERS

A new technology in bulb onion farming developed in Vietnam may finally help the Philippines achieve self-sufficiency in the important kitchen ingredient and end the country's dependence on importation.

The new onion farming technology developed by Vietnamese farmers in the Mekong Delta where about 7,000 hectares is devoted to the production of this high value commodity will allow the Filipino onion farmer to harvest three times a year.

Onion farmers in the Philippines harvest only once a year because they use seeds in planting and it would take about six months before the crops are ready for harvesting. Also, most onion farms in Luzon are actually rainfed rice farms which are planted to bulb onion during the dry season when water is not available.

Lee Duc Suy, a young Vietnamese entrepreneur whose family owns VietGrow, one of the biggest vegetable seeds producer and fertilizer manufacturer in Vietnam, said the new technology uses onion tubers as planting materials, instead of seeds.

The onion tubers, which are as big as a thumb and initially grown in a nursery, could be harvested after two months thus allowing the farmer to harvest as much as three to four times a year. Lee, who visited the country recently and accompanied me on an inspection of a demonstration farm for onion farming in North Cotabato last Saturday. Lee said the process starts with the intensive seeding of bulb onion seeds in a nursery area.


When the bulb onions have grown to thumb-size, these are harvested and replanted to the propagation area at a ratio of one ton per hectare.

The excess planting materials could be kept for as long as eight months thus giving the farmer the leeway to plant again as soon as he harvests the first crop.

This new onion farming technology, Lee said, gives the farmer a yield of between 12 to 15 metric tons per hectare which at a farm gate price of P60 per kilo would earn the farmer between P720,000 to P900,000 per harvest.

The cost per hectare is estimated at P250,000, including fertilization and farm development. At that cost, the farmer stands to earn a net profit of P470,000 to P650,000 per hectare per harvest.

I have allowed VietGrow and its local Filipino partner to set up demonstration farms in North Cotabato, Southern Leyte, Nueva Ecija, Isabela, Ilocos Norte and Mindoro. Should the demo farms produce positive results, this would mean the end of the days when Filipino onion farmers are at the mercy of imported and smuggled onions.

FARMERS' TRADING CENTER

TO RISE IN GREATER MANILA

Again, here is another case of a crisis which offers windows of opportunities.

Over the weekend, reports from Baguio City said that the Cordillera's vegetable farmers have complained that they are losing money and facing a crisis because of the decision of the City Government of Manila not to allow the display and sale of vegetables along the streets of Divisoria.

Vegetable traders have reportedly reduced the volume of the vegetables they buy from the highland farmers because they were facing difficulties in selling these in Manila's traditional vegetable market.

As Secretary of Agriculture, I will respect the decision of Manila Mayor Joseph Estrada to clear Divisoria's streets of vegetable traders. He has every right to do that.

While this development may initially be considered a crisis especially by our vegetable farmers in the Cordilleras, I look at this as a development which offers windows of opportunities.

I have long dreamed of and planned the establishment of a Farmers' Trading Center in Metro Manila to allow provincial food producers to display their products which could be sold on wholesale basis.

When I was Governor of North Cotabato, the provincial government sponsored the yearly Fruit Festival in SM Megamall in Mandaluyong and later in SM Cebu to promote our fruits to buyers in the big cities.

These Fruit Festivals resulted in the forging of marketing agreements between our farmers and big buyers in Metro Manila.

In fact, it was because of these yearly events that our local banana growers in North Cotabato who are producing the Lacatan table variety are now involved in a thriving and profitable business.

So, how could we turn the vegetable crisis into opportunities?

Yesterday, a Sunday, I called up Undersecretary Segfredo Serrano of the Dept. of Agriculture and directed him to look for a government-owned area in Metro Manila which could be transformed into a Farmers' Trading Center.

The Farmers' Trading Center that I have in mind will be the delivery point of all products coming from the provinces and where wholesale buyers and traders in Metro Manila could go to and buy to their heart's content

.

Vegetables, fruits, native chicken, goats, pork, organic farm eggs and others could be put on display in the Farmers' Trading Center allowing the farmers to sell their produce without going through the rigors of looking for buyers and a place to sell their products.

Live crabs, high-value live fish, shrimps and even dried fish coming from Sulu, Zamboanga, Surigao, Samar, Leyte, Iloilo, Palawan, Mindoro and Quezon could also be sold wholesale in the Farmers' Trading Center.

If the space which the DA could locate would allow it, we could even put up cold storage facilities and chillers so that meat, fruits and vegetables would have longer shelf life.

On Wednesday, I will go up to the Cordilleras to talk to the vegetable farmers initially to reassure them that the DA is working on their problem.

I thank Mayor Joseph Estrada for his decision to clear Divisoria's streets of vegetable traders.

Now I have all the reason to pursue that long nurtured dream of a trading center which could finally allow provincial food producers to have access to the market.

Once again it is proven that "Every crisis offers windows of opportunities."
