¤ 2010 : 1,819 victims of riding-in-tandem
¤ 2011 : 2,089 victims of riding-in-tandem
¤ 2013 : 3,000 victims of riding-in-tandem
¤ Back then, journalists and businessmen were among those murdered by hired gunmen riding in motorbikes.
¤ The above does not include yet the victims of heinous crimes--raped, robbed, and killed--by hardened criminals who are not on motorbikes but are likely high on drugs.

¤ 2016 (June to-date) : 144 of the 601 on 'killed list' were allegedly killed by unidentified gunmen; a few which were included in the kill list are, in fact, still alive; while the rest fell during police operation (buy-bust or while serving warrant of arrest)
Now, Sen de Lima who was the DoJ Secretary at the time when there were 2,000-3,000/year victims (of riding-in-tandem alone) said that PRRD may be charged with crimes against humanity at the International Criminal Court (ICC) for the spate of drug-related killings which according to her have increased since PRRD assumed the presidency.
