Remittance must not exceed sender income


JEDDAH: A new mechanism is being planned that would compare remittances with the senders’ incomes.

The first of its kind project is the brainchild of the Finance Ministry, the Saudi Arabian Monetary Agency and other relevant bodies.

It aims to control the transfers as authorities detected that thousands of foreign workers transfer amounts that exceed their incomes. These incomes might be the result of concealed, even criminal, actions, said sources.

They said the new regulation, now under consideration, will be launched soon and will contribute to limiting labor market irregularities and violations that increase the illegal income of expatriates.



Any income obtained by foreign workers will be linked with banks, without exception, through a unified network.

Standing in the vast expanse of rice fields in my hometown, M'lang in North Cotabato, are two modern rice processing centers (RPC) which cost government between P8-M to P10-M designed to help rice farmers add value to their products.
The concept is very beautiful.
Instead of just selling rice grains, the RPCs will be there to mill the palay right after drying and the farmer would then sell his product no longer in grains form but in neatly bagged sparkling white rice.
For at least a couple of years now since the two RPCs were erected, not a single white sparkling rice grain has come out of these modern processing facilities.
The reason?
The RPCs have not been connected to the power lines because the farmers' groups which were given the modern milling facilities could not afford the cost of the wires for the electrical connection.
The mothballed RPCs in M'lang are only two of the many other units of modern rice mills established by the Department of Agriculture all over the country which are gathering dust.
The cause of the problem is the failure to ask the farmers a basic question: "Do you have the money to pay for the electrical connection?"
The cost of the electrical connection could be between P300,000 to P1-M depending on the distance of the RPC from the power lines.
Why in the world would anybody even consider constructing a modern rice mill for a farmers' group without even asking themselves whether the farmers are prepared to receive such a project?
Doesn't simple planning and management require that in introducing projects to farmer-beneficiaries, a study should be first conducted?
Was there sufficient social preparation and orientation
This story is all too common in the DA.
In the past, mechanical driers which were not even subjected to field testing were acquired by government and distributed to rice farmers.
Just like the RPCs, they are also gathering dust and eaten by rust.
Recently, I uncovered billions worth of farm machineries and equipment being kept in the different DA compounds all over the country which were also gathering dust.
They could not be released to the farmer beneficiaries because the poor farmers could not afford the 15% cash equity for the equipment some of which cost as much as P3-M.
This has already been remedied as I have directed the DA regional offices to stretch the payment period of the 15% cash equity to four years by installment.
Now, I don't know how to handle this RPC problem yet but I am sure there will always be a way to be able to resolve this.
As the old Tagalog saying goes:
"Kung gusto,  maraming paraan. Kung ayaw,  maraming dahilan."
One thing is certain though, this problem will never bother the DA again.
We will only deliver what the farmers need and when they need it.

Duterte suggests extending passports' validity to ‘10 years’


President Rodrigo Duterte, during Monday's State of the Nation Address (SONA) at the Batasan Pambansa in Quezon City, called on Congress to study the possibility of extending a passport's validity to ten years from the current five years.
“On the clamor of our citizens for the timely issuance of Philippine passports, the government shall work towards amendment of the 1996 Passport Law to lengthen the validity from the current five years to ten years,” Duterte said.
Duterte also floated the idea of extending a passport's validity up to 30 years.
“Tutal kayo naman ang gagawa ng batas, you are the ones who will pass the law, even if you extend it good for 30 years, okay ako. Bahala kayo, basta stretch it a little bit, because five years is simply short,” Duterte explained in his address.
Additionally, Duterte called on concerned government officials to hasten the passport application process.


Duterte said that he had witnessed passport applicants in Davao and Cotabato queuing for days outside a popular mall just to get their passports.
“I’d like to call the attention of [Foreign Affairs] Secretary [Perfecto] Yasay… Sige pangalanan na natin, SM. Nandun ang mga tao sa pavement natutulog, dahil first come, first served [basis]. Doon na sila natutulog sa labas ng mall dahil doon lang ang outlet ng Department [of Foreign Affairs],” Duterte explained.
“Nasasaktan talaga ako nakikita sila doon natutulog sa pavement. Make use of the computer. I do not want to see the people lining up under the heat of the sun. I don’t want people lining up under the rain,” he added.

OFW processes
The president also bared some of his plans for the welfare of overseas Filipino workers (OFWs,) among which was the streamlining of the application process OFWs had to go through.
“I urge the government [officials] who will attend to the needs of our OFWs… Gusto ko he (Labor Secretary Silvestre Bello III ) will rent a building for OFWs.  Then lagyan ng BIR (Bureau of Internal Revenue), lahat na, something to do with the clearances of the police,” Duterte explained.
Duterte was distressed by the tedious process OFWs have to go through just to complete their requirements for working abroad.
“My God, make use of the computer. Why did he (the OFW) have to travel if he will only accomplish one document at one time. At kung tingin ninyo taga probinsya siya, tapusin ninyo agad!” Duterte emphasized.
“Kung hindi ninyo gamitin [ang mga computer] tapon nyo nalang,” he added, drawing cheers from the crowd.
Duterte also called on the authorities to beef up the fight against human trafficking.
“We shall intensify, mainit talaga ako dito, we shall intensify our fight against human traffickers... Para maprotektahan ang pera ng ating mga OFW,” Duterte said.


DENR's Lopez won't allow Tampakan open pit mine



MANILA, Philippines -- Environment Secretary Regina Lopez stood firm on Wednesday against proposals to lift a ban on open pit mining in South Cotabato that would pave the way for a controversial gold and copper operation in the town of Tampakan.

"I will not allow the Tampakan project as long as it is planned as an open-pit mine,"

Lopez said in a press conference, calling the extraction method “horrible.”

"Tampakan is on top of hundreds of hectares of agricultural land, the food basket of Mindanao, and you want to put a 700-hectare open pit mine? I don’t care how much money they give us.
It’s not worth it. Who is making the money here and who is taking the risk?" she said.

But she also assured due process in the review of permits issued for the project, Sagittarius Mining Inc. has a pending proposal to spend $5.9 billion to dig into one of Southeast Asia’s largest untapped resources with an estimated yield of 11.6 million tons of copper and 14.6 million ounces of gold.

The project, which would also cover parts of Sultan Kudarat and Davao del Sur, has been opposed by residents, mainly indigenous people, because of its massive impact on their water source, Lake Buluan.

Lopez, in an earlier dialogue with the lumad, assured that mining operations in the region found in violation of mining and environmental laws and regulations would be suspended.

During the dialogue, the lumad complained about open pit mines and tailings ponds in their areas, which have severely affected their livelihoods, among these: Sagittarius Mines Inc. in Tampakan, Sultan Kudarat; SR Metals Inc. in Tubay, Agusan del Sur; and Greenstone Mining and Taganito Mining, both in Surigao del Norte.

They urged Lopez to also send illegal logging in watershed areas and to stop the militarization of their lands, which they linked to the entry of large-scale mining.

ABU DHABI – Friday, July 18 2016, I went to the Global Pinoy Academy to enroll on a short course that they are offering. From my accommodation in Electra, it will cost you only Dhs. 10 fare by taxi. If you ride the public bus it cost for you 4 dirhams back and forth. If you are saving money use the public bus but make sure that you come early and always expect that there will be traffic. You should arrive atleast 15 minutes prior the start of your class to give time for yourself to rest for few minutes. 

TGP Academy is located in Commercial bank of Dubai building, Zayed the first Street (Khalidiya Street) Abu Dhabi18 floor, room 1801. Their building is in the accessible on the road has a taxi and bus stop so you don’t need to worry about the transport. The bus numbers passing that road are bus # 040,007, & 032.



Back to the TGP Academy, the short courses they are offering will cost you only Dhs. 200. The class is 5 consecutive Fridays and the last Friday will be the examination day but it depends on the courses you are taking. 

I started my class last July 22, 2016 and I had seen many people who are lining up to enroll and some are also students. I believe many Filipinos still wanted to enhance their talents and skills to be able to compete in this tough world. Like me I am trying to learn and exceed my limitations and to earn any helpful skills that may help me in the future. Here are some photos I had taken during the class:

IKEA to open in PH?

MANILA – Many Filipinos took to social media to share their thoughts about the Swedish furniture retailer IKEA following a report that it will soon open here in the country.

IKEA, known for its big blue and yellow building that sells ready-to-assemble furniture and Swedish meatballs, will finally open in the Philippines, news website Inquirer.net reported on Wednesday.
IKEA’s current Asia Pacific locations include Australia, China, Hong Kong, Indonesia, India, Japan, Malaysia, Singapore, South Korea, Taiwan and Thailand.
The company also has several branches in Europe, North America, Middle East, North Africa and the Caribbean, according to its website.

AFTER BOUT WITH PNEUMONIA,
READY TO ROCK AND ROLL AGAIN


Sorry folks for not having posted any update in this page for the last four days.
Much as I wanted to, I felt my body was just aching all over because of a bout with pneumonia over the weekend.
It all started after the long road trip from Manila to Davao City with stop overs in Naga City, Catbalogan, Western Samar and Sogod, Southern Leyte for the continuation of the Biyaheng Bukid.
When I arrived in Davao City, I started having itchy throat which got worse Friday night after President Rody Duterte's visit in Buluan, Maguindanao.
I took a rest in my farm house in Kidapawan City Saturday and Sunday until my eldest daughter, Dr. Maria Krista, seconded by her younger sister, JB who is reviewing for her medical board examination, insisted that I go back to Davao City and undergo a medical check up at the hospital she is working with, DMSF Hospital.
After X-Ray and CBC check, it was established that I had pneumonia.
That was Sunday night and I was all prepared to attend the opening session of the Senate and the President's first State of the Nation Address (SONA).
Aside from that, I had a scheduled trip to Jakarta, Indonesia to meet with the Indonesian Minister of Fisheries for the signing of an important agreement on the fisheries.
The Indonesian trip was something I could assign to two Undersecretaries - Segfredo Serrano and Eduardo Gongona - but I told the doctors I could not miss the SONA.
I did not want to miss an historic event even if I had to have to wear an IV tube.
It's a good thing that the doctors at DMSF, including my daughter, sought the advice of one of Davao City's leading pulmonary disease specialist, Dr. Allan Arreola.
Dr. Arreola said that I could go to the SONA provided I would take medications to address my condition.
By Tuesday night, except for the nasal drip which causes irritation in my throat, I felt that my body was better with my temperature back to 36.9 degrees.
Following the doctors' advice (and the nagging of my two doctor daughters), I had to cancel some of my engagements this week, among them the trip to Indonesia.
I have to give this old body a rest.
My brother, Pat, sent me a text message reminding me that I am no longer a 22-year-old young man but a 62-year-old grandfather.

ENJOY COLLEGE SCHOLARSHIP

When we were young boys, we would always tease those among us who had crushes but never had the courage to tell the girls what they felt.

We sang our version of "Fly Me to the Moon" which went this way: "Fly me to the moon, nakatapad wa kaingon." (He was so close but never said a word.)

That line holds true for so many beautiful government programs which people still do not know until today because these were never publicly announced.

In fact, it was only when I became Secretary of Agriculture when I learned that the government offers college scholarships, complete with stipends, for bright boys and girls who would like to take up courses in agriculture, fisheries, forestry, veterinary medicine or animal science.

This scholarship program which could be availed of in government colleges and universities all over the country is funded by the ACEF or Agricultural Competitiveness Enhancement Fund.

The ACEF comes from the collections of duties and levies on all imported agriculture items and was originally intended to be loaned out to farmers and fisher folk who are affected by the importation of the same product.


It was supposed to prepare these sectors for the eventual lifting of trade restrictions on agricultural commodities.

The ACEF included a scholarship program for the children of poor farmers and fisher folk who would like to take up agriculture, fisheries, forestry and animal science courses, including veterinary medicine.

The ACEF, however, became a milking cow for corrupt officials and almost the entire over P8-B in loans given to individuals amounting to as much as P50-M each was not paid. Worse, there was even no serious effort to disseminate information regarding the scholarships.

I'm thankful Sen. Cynthia Villar, former chairperson of the Committee on Agriculture of the Senate, worked for the extension of the ACEF but reduced the ceiling for lending’s to only P5-M. Along with the extension, of course, is the assurance that children of poor farmers and fishermen could go to college for free.

So, if you have children who are bright and interested to go to college as ACEF scholars, please visit the nearest government college or university near you.

See the school president or the registrar and tell them that I instructed you to inquirer about the ACEF scholarship grant.

There are, of course, requirements and scholarship standards which must be complied with and met but if your children are determined to go to college, they could easily do it.

In the DA, the official in-charge of the ACEF scholarship program is Undersecretary Ranibai Dilangalen. You could also visit her in the DA Central Office in Quezon City.

While many Filipinos knew of China's construction of military bases in six different reef areas inside the Philippines’ exclusive 200 mile economic zone in the West Philippines Sea, they are unaware that China has clandestinely build a "Deep Underground Military Base" in Zambales, the province nearest to Scarborough Shoal in the Philippines.



The base is believed to contain underground military silos capable of holding long-range missiles. An image taken from a military intelligence satellite captured an image of what seem to look like underground missile pods and two small buildings believed to be the entrance of the tunnel and an external observation building. What stirs analyst to think that these are military installations is the composition of the structure: It is fully made of concrete even its sloping roofs.

Gov. Amor Deloso of Zambales already cautioned that there allegedly is Chinese military presence in his province. He added that this 500-hectare area was allegedly sold to the Chinese by  a former Governor of Zambales (name withheld for verification).



"They sold it to the Chinese – three mountains that compose a 500 hectare island area where they have stationed their missile; that’s why an American warship has been keeping an eye on it since the ruling favorable to the Philippines by the arbitration court),” Deloso said.

There were previous reports saying that "three Chinese conglomerates namely, Jiangxi Rare Earth & Metals Tungsten Group, Wei-Wei Group, and Nihao Mineral Resources Inc. also operate in Sta.Cruz and have put up five “minahang bayan (small-scale mines)” through Filipino dummies.



The governor noted that Beijing has already established itself not only in Panatag/Scarborough Shoal (formerly Bajo de Masinloc) but also in the mountains and the mainland. The disputed island is 85 kilometers from Sta. Cruz municipality but only 65 km more or less from Masinloc.

It looks like China is dead serious in invading the Philippine. They already exploited our minerals and they don't want to let go of it.

BASIC GARDENING IN SCHOOLS

"I believe the children are our future," so goes a line of a very popular song.
But what exactly would be the future of this agricultural country if the children of today do not even know how to plant vegetables or do not even know the smell of the soil and the scent of a tomato flower?
You could blame it on the lack of opportunities in the farm but the fact is today, young Filipinos are leaving the countryside for jobs in the big cities.

Most Filipino children do not even know how to plant vegetables or even just basic gardening.
For many young kids today, the closest they get to farming is by playing Farmville in the computer.
Two weeks ago, during the Cabinet meeting I attended, I talked to Department of Education Secretary Leonor Briones and presented to her the idea of bringing back basic gardening as a special activity for elementary school children in both public and private schools all over the country.

She really liked the idea and so we agreed that DA and DepEd would work together to implement a national school gardening program and the search for the Best School Garden in the country.
While we have not signed a Memorandum of Agreement yet, I have asked the Director of the Bureau of Plant Industry, Dr. Vivencio Mamaril, to prepare the Program Design.

I have also directed the DA Regional Directors to coordinate with their counterparts in the DepEd so they could start coordinating their activities.

In the proposed MOA that DA is drafting, DepEd will make basic gardening as a special school activity allowing teachers and students to spend time working in their gardens in the back of the school.
DA, on the other hand, will provide technicians, gardening tools, seeds, organic fertilizers and even irrigation equipment.

The search for the Best School Garden will start at the School Districts Level, Municipal, Provincial, Regional and National.

The winner will receive a Presidential Award and prizes in cash and gardening tools.
I have instructed Undersecretary Bernadette Romulo-Puyat to include in our proposed budget for 2017 an allocation of P20-M to support this program.

The amount set aside for this advocacy may look huge but I believe it is worth it.

I cannot allow a situation where the future generation of this country would not even be able to know the difference between an eggplant and okra or a chicken and a duck.
