Temporary Travel Ban for tourist from china - Senator Bong Go.

The President and concerned government officials are also studying the possibility of imposing temporary travel restrictions for those coming from other places affected by the infection.

In addition, a meeting has been scheduled by the President next week with medical experts and key government officials to discuss all necessary measures to prevent the spread of the novel coronavirus. Rest assured that the Duterte administration takes this threat seriously. I am appealing to the public to cooperate with authorities in order to ensure the safety of everyone.

LOS ANGELES (AP) — Federal agents raided a Philippines-based church in Los Angeles Wednesday in a human trafficking investigation that led to arrests of three church leaders in what prosecutors said was a decades-long scheme to trick followers into becoming fundraisers and arrange sham marriages to keep them in the U.S.
The local leader of the Kingdom of Jesus Christ church was arrested on immigration fraud charges in the early morning bust along with a worker who confiscated passports of the victims of the scheme and another who handled finances, the U.S. attorney’s office said.
Workers who managed to escape from the church told the FBI that they had been sent across the U.S. to work long hours soliciting donations year-round for the church’s charity and were beaten and psychologically abused if they didn’t make daily quotas, according to an affidavit filed in support of the charges. Some described having to live in cars at truck stops.
The immigrants essentially became full-time workers, sometimes referred to as “miracle workers,” in a crusade to raise money for the nonprofit Children’s Joy Foundation USA, which was supposed to benefit poor children in their homeland. But the complaint said most of the money raised was used to finance church operations and the lavish lifestyle of church leader Apollo Quiboloy.
The church claims a membership of 6 million people and backed the 2016 candidacy of President Rodrigo Duterte, a close friend of Quiboloy. Duterte has used the group’s radio and TV program in southern Davao city to express his views on issues way back when he was mayor of the southern port city.
Quiboloy claims to be “the appointed son of God” and in October last year claimed he stopped a major earthquake from hitting the southern Philippines.
Between 2014 and the middle of last year, $20 million was sent back to the church in the Philippines, the FBI said.
“Most of these funds appear to derive from street-level solicitation,” according to the affidavit by FBI Special Agent Anne Wetzel. “Little to no money solicited appears to benefit impoverished or in-need children.”
Calls to the church for comment were not immediately answered.
Guia Cabactulan, 59, the top church official in the U.S., was arrested in Van Nuys with Marissa Duenas, 41, who allegedly handled fraudulent immigration documents, prosecutors said. Amanda Estopare, 48, who allegedly enforced fundraising quotas, was arrested in Virginia.
Cabactulan and Duenas are expected to make initial court appearances Thursday in U.S. District Court in Santa Ana, said Thom Mrozek, a spokesman for the U.S. attorney in Los Angeles. Estopare was ordered held after a hearing in Norfolk, Virginia, and expected back in court Monday.
Investigators documented 82 sham marriages over a 20-year period between top fundraisers and church members who were U.S. citizens.
In addition to raiding the church’s Van Nuys compound, agents were conducting searches at other Los Angeles-area locations and at two places in Hawaii linked to the church.
Two years ago, a leader of a Hawaii branch of the church was arrested smuggling cash onto a private plane in Honolulu bound for the Philippines with Quiboloy on board, according to court records.
Investigators said Felina Salinas declared she was carrying $40,000. But investigators said they discovered $335,000 and $9,000 in Australian currency stuffed in socks in her carry-on suitcase, according to documents filed in U.S. District Court in Honolulu. U.S. law requires that travelers declare currency in excess of $10,000.
Prosecutors said a witness saw Salinas and Quiboloy order church members to smuggle hundreds of thousands of dollars in black socks packed in suitcases from California to the Philippines in 2013 and 2014.
A defense lawyer questioned the credibility of the witness in the Hawaii case.
“I have a woman who says she saw $100,000 go from California to the Philippines, then she said it was two or three million,” attorney Michael Green said, according to Hawaii News Now. “She says it was put in socks. They must have parishioners with size 18 feet because the socks must have been really big.”

LABAG SA BATAS - Kiko Pangilininan

Forcing deals on water firms a crime — Pangilinan
Paolo Romero (The Philippine Star)
January 13, 2020

MANILA, Philippines — Forcing investors to accept a contract drawn up by the government is a crime, Sen. Francis Pangilinan warned yesterday.

Pangilinan, president of the Liberal Party and member of the Senate opposition bloc, warned that President Duterte’s imposition, particularly on Maynilad and Manila Water, to accept new concession agreements drawn up by government lawyers will only drive away investments that create jobs.

“Threatening investors with imprisonment should they refuse to accept a government-imposed contract is criminal behavior under our Revised Penal Code,” the senator said.

“Coming as it does from the highest office of the land sends the terrible signal to all investors whether foreign or local that they too can be imprisoned without bail should they disagree with the powers that be,” he said.

He urged economic managers led by Finance Secretary Carlos Dominguez III to “manage and correct the harm inflicted on the country’s investment climate brought about by such reckless and irresponsible public pronouncements.”

He said a bleak investment climate triggered by such statements from Malacañang dampens economic activity and creation of jobs. Pangilinan cited Socioeconomic Planning Secretary Ernesto Pernia’s yearend report that said 2.3 million Filipinos remain jobless and another 5.9 million underemployed.

“We should be part of the solution to address joblessness in the country, not part of the problem,” he said.

Duterte earlier said the government will present to the two water concessionaires new contracts that will no longer contain onerous provisions, including those that pass taxes on to customers, for them to accept or not.

If Maynilad and Manila Water will not accept the new contracts, the government will take over the water operations in their respective concessions, he said.

The Chief Executive also said accepting the new contracts does not mean officials behind the onerous provisions will not be prosecuted.

DTI Philippines warned retailers selling overpriced N95 facemask

ADVISORY | It has been reported that some retailers have jacked-up their prices of face masks and gas masks, taking advantage of the surge in demand of these products due to the recent eruption of Taal Volcano.

The Department of Trade and Industry (DTI) hereby issues notice to all retailers that we have dispatched teams to monitor and observe movement of retail prices in the market.

Those found to have unreasonably increased their prices for gas masks, face masks and other similar items, which act is tantamount to profiteering, shall be dealt with to the fullest extent of the law.

Prices of manufactured basic necessities and prime commodities shall likewise remain unchanged as of the published September 30, 2019 DTI Suggested Retail Price Bulletin.

DTI will not hesitate to file administrative and criminal charges against unscrupulous business entities and individuals who capitalize on the consumers’ urgent need for their own profit.

PLEASE BE WARNED ACCORDINGLY.

BRP GABRIELA SILANG, READY TO REPATRIATE OFWs IN MIDDLE EAST – PCG

PCG PRESS RELEASE
08 January 2020

BRP GABRIELA SILANG, READY TO REPATRIATE OFWs IN MIDDLE EAST – PCG

PORT AREA, MANILA – Even before reaching the Philippine waters after its commissioning to the Philippine Coast Guard (PCG) last year held in France, the 83.6-meter Offshore Patrol Vessel (OPV) named “BRP Gabriela Silang” is all-set for its first-ever mission – to repatriate Overseas Filipino Workers (OFWs) in case hostilities erupt in the Middle East.

BRP Gabriela Silang left Saint-Nazaire, France for its maiden voyage on 30 December 2019 and was initially scheduled to reach the Philippines on 10 February 2020. However, as directed by Transportation Secretary Arthur Tugade as part of the national government’s preparation to assist OFWs who may need immediate extrication, the arrival of BRP Gabriela Silang is halted for a greater cause.

Currently docked at Malta Freeport, BRP Gabriela Silang and its 35 crew members are now preparing to sail to the Middle East, specifically to Oman or Dubai, to ensure the safety and security of OFWs through ferry missions. In case of conflict, OFWs will be brought to safer ports where they may be airlifted, as the need arises.

Considered as the largest and most advanced aluminum hull OPV in the world to date, the BRP Gabriela Silang is designed to meet the demanding mandate of the PCG which highlights the responsibility to perform maritime search and rescue in service to the nation.

The OPV can ferry approximately 500 people at one time and is more than capable to perform beyond its contractual specification of 20 knots of speed. It has a range of 8000 nautical miles at 15 knots and an endurance of up to five weeks of operation. It has an excellent sea keeping ability and maneuverability on top of the great comfort it offers for people onboard.

“Mahalaga para sa amin ang kapakanan ng ating mga kababayan na nagtatrabaho sa ibang bansa. Makakaasa po kayo na nakatutok ang PCG sa mga nangyayari sa Middle East para masiguro ang kaligtasan ng ating mga makabagong bayani,” Admiral Garcia said.

Finally, the PCG will also deploy 18 additional crew members to assist BRP Gabriela Silang in the successful conduct of its first-ever mission in the Middle East.
