AILING ABACA INDUSTRY
GETS NEEDED SUPPORT
By Manny Piñol
Not very many people are aware of this but Abaca, the source of the strongest natural fiber the world has ever known, is a plant originally found only in the Philippines.
Also called Manila Hemp, Abaca has been a major rural industry earning for poor farmers hundreds of millions of pesos especially in the areas of Bicol, Samar, Leyte, Panay, Sulu, Zamboanga, Caraga, Davao and Cotabato areas.
Abaca was as profitable as a business before World War II that huge Japanese companies invested in Davao City and made it the Manila Hemp capital of the country.
Today, two other countries which got their Abaca planting materials from the Philippines are developing their own fiber industry using our very own native Abaca - Ecuador and Costa Rica.
The strong fiber of Abaca makes it an ideal source of fiber and pulp used for the huge ropes for boats and big vessels, security paper and paper money, tea bags, handicraft item, car parts and many more.
For a while, the shipping industry shifted to the use of plastic ropes but there are accounts that plastic ropes are not as reliable as the ropes made out of natural Abaca fiber.
There is an increased demand now for Abaca but the problem is the industry collapsed in the major areas which used to produce it, specifically Leyte, Samar and Bicol because of a disease called "Bunchy Top."
"Bunchy Top" is a vector-transmitted disease in Abaca and bananas which results in the stunted growth of the plants and brittle fibers.
On Thursday, July 14, almost two months after I visited the town of Sogod, Southern Leyte during the first leg of my Biyaheng Bukid, I went back to the town and met with the Abaca farmers and other stakeholders in the first ever forum to address the problems of the industry.
I brought with me officials of the Philippine Fiber Development Authority (PHILFIDA), an under-funded and understaffed agency under the Dept. of Agriculture, and the officials of companies interested in buying as much as 140,000 metric tons of Abaca fiber every year.
It was a heartwarming and beautiful experience for me seeing Abaca farmers, some of them coming from the nearby island-province of Biliran.
I heard of stories and tales of how the ignored and neglected Abaca was able to give them a better life and helped send their children to school during its heydays.
When I told them that the Abaca industry would be revived and rehabilitated under the administration of President Rody Duterte, they all broke into a wild applause.
Southern Leyte, by the way, is the birthplace of President Duterte. He was born in the town of Maasin, which is now a city.
So what will be done to the Abaca industry in Southern Leyte?
1. An initial rehabilitation fund of P100-M will be provided by the Dept. of Agriculture to the local government of Sogod, Southern Leyte which would lead the rehabilitation of the industry.
The money will be used in establishing an Abaca nursery of about 2,000 hectares using healthy and vigorous local variety called "Inusa."
A massive education and information campaign will also be conducted to provide the farmers the proper technology to manage their Abaca farms.
2. A team of banana disease experts from Mindanao, led by Dr. Remy Baltazar, a former official of multi-national companies involved in the banana industry and former professor of the University of Southern Mindanao, will arrive in Sogod on August 1 to start addressing the "Bunchy Top" problem.
I personally talked to Dr. Baltazar in my farm in Kidapawan City last Sunday and convinced him to get out of retirement and render service to the country.
He readily accepted the challenge and my request for him to form a team of banana disease experts and proceed to Southern Leyte as soon as possible.
The team of banana disease experts will also educate the Abaca farmers on how to handle the Bunchy Top disease and other plant health and nutrition problems.
3. A company owned by Dennis Villareal of Pulp Specialties who personally attended the forum along with Albert Fenix and two others, committed to buy the Abaca produce of the region.
Villareal said that his company alone needs about 100,000 metric tons every year for their customers abroad who have long been asking for more supply of the Manila Hemp.
Over the next five years of the Duterte Presidency, the Abaca industry will be rehabilitated and expanded targeting a total area of 200,000 hectares.
When realized that would mean an annual income of about P3-B for the Abaca farmers alone, an amount which would be more than enough to send their children to school once again.
More than that, the Abaca industry rehabilitation program would mean lifting up thousands of rural families from poverty, which is President Duterte's ultimate dream.

SC Junks PCSO Plunder case vs. Ex President Gloria Arroyo - lawyer

SC junks PCSO plunder case vs. Gloria Arroyo —lawyer

The Supreme Court (SC) has junked the plunder case filed against former President Gloria Macapagal-Arroyo for the alleged misuse of the Philippine Charity Sweepstakes Office's (PCSO) P366-million intelligence funds from 2008 to 2010.
Lawyer Raul Lambino, one of the legal advisers of the former president and now Pampanga 2nd District representative, said that SC justices voted 11-4 to junk the plunder case.
Radio dzBB said that according to Lambino, the former president was pleased with the high court's ruling.
The lawyer reminded that Arroyo was placed under hospital arrest at the Veterans' Memorial Medical Center in Quezon City because of the PCSO case.
GMA News Online is still seeking a confirmation from SC spokesperson Theodore Te.
The SC's Public Information Office has scheduled a press conference at 2 p.m.
Arroyo’s camp earlier filed a demurrer before the Sandiganbayan First Division over the alleged misuse of the PCSO funds.
A demurrer is a written plea for the dismissal of a case.
The First Division denied Arroyo’s demurrer in 2015, prompting her camp to elevate the case to the SC.—with Elizabeth Marcelo/ALG, GMA News

Another Great Job of DA Sec. Manny Piñol

Another Great Job of DA Sec. Manny Piñol

It is really bad when you are hearing these kind of news that some of the government assets that are supposed to be distributed to our farmers are stocked somewhere for almost a year. That's what Aquino Government we have last administration. It is really a stupid government! Luckily we have a new and better government, who really cares to our farmers and not only sitting in the office.

Here is the new Facebook post of our beloved DA Sec. Manny Piñol

AGRI EQPT WORTH P100-M
RUSTING IN DA COMPOUND

By Manny Piñol
While many farmers of Central Mindanao have to be content with using the slow moving carabao to plow their rice fields, modern agriculture equipment worth over P100-M have been left under the elements in the 35-hectare compound of the Dept. of Agriculture in Tupi, South Cotabato.
Some of the equipment units were bought by the government as long as four years ago while the more expensive ones, including multi-million peso rice and corn harvesters and tractors are about a year old.
I visited the compound yesterday on my way to Gen. Santos City from Koronadal City, South Cotabato where I and two other department secretaries - DILG Sec. Mike Sueno and Defense Sec. Delfin Lorenzana - were guests during the province's foundation anniversary.
What I saw gave me a mixed feeling of anger and pity.
I felt my knees weakened as I toured the huge compound filled with agricultural equipment asking regional DA officials why the farm machineries have not been distributed to the farmers or farmers groups.
Of course, the person who could have given me the answer, former DA Regional Director Amalia Datukan, was no longer there since right after my assumption as Secretary of Agriculture, I immediately relieved her.
The OIC Director Carlene Collado who is manning the regional post until the appointment papers of the incoming Regional Director Milagros Casis are signed by President Rody Duterte, said that the machineries were not distributed because the farmers could not come up with a 15% cash equity which the DA required from them as their counterpart.
When I asked to whom should the 15% cash equity go to, Collado said it was supposed to go to the dealer of the equipment to complete the payment.
Collado said that in the guidelines issued by former Agriculture Secretary Proceso Alcala, the farmers or farmers group was supposed to shoulder 15% of the cost of the equipment with the DA paying for 85%.
Honestly, I do not understand why farmers would have to be asked to make the complete payment for machineries procured by the government.
The government does not procure on installment or partial payment process.
Today, I have directed the Internal Audit Service, retired Phil. Marines Colonel Danny Luna, to come up with a report on this misuse of government funds and assets.
In the meantime, I have directed that the equipment be immediately rehabilitated, repaired and repainted and distributed to the farmers or local government units.
I will also ask lawyers of the department to study this case and determine the administrative and criminal liability of the officials behind the procurement and non-distribution of these machineries.
I believe that by keeping the equipment and machineries in the compound unused for a long period of time, government was defrauded of the value of money it spent in buying the said equipment.
Worse, farmers were also deprived of 1 to 4 years of increased productivity which could have been achieved had the equipment and machineries were released earlier.
Any which way, it is altogether wrong and immoral.

Magandang Metro Manila

Magandang Metro Manila

credit to the owner

President Duterte rode his motorcycle with a helmet around Muntinlupa to inspect the traffic situation. He saw that there were a lot of vendors causing the traffic in Muntinlupa market.
So he rode his motorcycle straight to the office of Fresnedi and the guard at the Mayors office didn't allow him to enter because he had his helmet on. When he took off his helmet, all his bodyguards started to surround him and Mayor Fresnedi immediately stepped out of his office to welcome Digong. Digong told Fresnedi he wanted all the vendors out of the streets and inside the market selling area.
And so for the last few days, no traffic and extremely peaceful to walk around the market area.
Change is possible, fast and effective under Duterte!

At ngayun naman ay ang Muntinlupa naging malinis at maaliwalas ang lugar ayun sa kanilang Facebook Page: City Government of Muntinlupa - OFFICIAL
